This report focuses on Ohio’s developmental disabilities system of programs and services. It contains three sections examining sexual abuse of individuals with developmental disabilities. Part I focuses on some of the factors that contribute to sexual abuse in the developmental disabilities community and provides recommendations for ways to improve the system. Part II focuses on support services for individuals with developmental disabilities who experience sexual abuse and provides recommendations for ways to improve those services. Part III discusses the gaps in the criminal justice system’s identification and conviction of offenders
